Fallback instead of dead ends

If no current capability matches, Magnet records the sanitized gap so repeated unmet machine demand becomes product evidence.

Metered execution

Nexus reserves declared credits, executes the selected provider and refunds supported failure paths. Outcome/One/Flow also have parallel x402 resources.
